During the Reagan’s time in ofice he addressed a threat from outer space by some other species from some other planet multiple times.
There has been a plan since at least 1917 to unite the world and give up all sovereignty thru a manufactured alien threat, a common enemy.
NASA successfully traveling to the moon allowed people to think, “If we can travel to the moon maybe aliens can travel to earth.” This making it very plausible to accept the concept of alien visitors.
In 1917, John Dewey said at the Carnegie Endowment for International Peace New York City to the visiting Japanese Imperial Delegation headed by Viscount Ishii:
“Someone remarked that the best way to unite all the nations on this globe would be an attack from some other planet. In the face of such an alien enemy, people would respond with a sense of their unity of interest and purpose.”
Later, October 30, 1938, the CBS presentation of a radio drama by Orson Welles and the Mercury Theatre demonstrated how effective it can be. The public believed the War Of The Worlds was an actual news broadcast.

We speak in strange terms: of harnessing the cosmic energy; of making winds and tides work for us; of creating unheard synthetic materials to supplement or even replace our old standard basics; to purify sea water for our drink; of mining the ocean floors for new fields of wealth and food; of disease preventatives to expand life into the hundreds of years; of controlling the weather for a more equitable distribution of heat and cold, of rain and shine; of spaceships to the Moon; of the primary target in war, no longer limited to the armed forces of an enemy, but instead to include his civil populations; of ultimate conflict between a united human race and the sinister forces of some other planetary galaxy; of such dreams and fantasies as to make life the most exciting of all time.” – Douglas MacArthur
